* If tail is on the exact inch line it will be the exact length.
* If tail crosses over exact inch it will round up to next inch.
* If there is a tie for rounded up inches, it will then go to 1/4 inches.
* If there is a tie for 1/4 inches, then it will be decided by Lunker (Weight)
